Overview of “Setting up of New Rail Coach Factory, Raebareli”

  1. Preamble:-

This project was sanctioned vide Pink Book item number 10 of Supplmentary demands for grants in FY 2006-07 at an abstract cost of Rs 1685.00 Crores for production capacity of 1000 Coaches per annum.” The project is being carried out of nomination basis to M/s IRCON International for which Railway has entered into a contract with M/s IRCON International o­n 16.07.2010. The detail estimate were prepared by M/s IRCON based o­n the scope of work mentioned in the above contract. The detailed estimate was sanctioned by Railway Board at Rs. 2556.8 Cr.

Further the Revised estimate made by M/s IRCON based o­n the additional requirement of MCF/RBL in Civil estimate as well as in Mechanical estimate. The revised estimate was sanctioned by Railway Board in March’2016 at the Rs.2973.30 Cr. for IRCON portion. For land estimate and other MCF/RBL portion no revision was prepared as a result the total revised becomes Rs. 2973.30 + Rs.218.71 Cr = Rs.3192.01 Cr.

  1. Land acquisition Details: - The total land acquisition of this factory is 540 Ha (1334 Acre). The breakup of same is given below.
    1. Factory                        167 Ha (412.5 Acre)
    2. Township                    353 Ha (772.0 Acre)
    3. Rail connectivity         20 Ha (49.5 Acre)
  1. Development of Major Infrastructure:-
  1. Erection of workshop building: - Major shops erected under this project are Shell shop, Bogie shop, Furnishing shop, Finishing shop, Paint shop, Tool Room shop, Transport shop, Machine shop, Carpentry shop Furnishing Store Depot, Finishing  Store Depot and Shell Store Depot etc.
  2. Installation & commissioning of  major M&Ps in workshops:-
    1. SIS Line for shell manufacturing, CNC Laser cutting machine, CNC Laser cutting &welding machine & Robotic spot welding machine.
    2. Fully Automated Wheel Line for wheel & axle production, Bogie Assembly Line (2), Bogie Machining Centres (4), Edge Milling Machine, Under Water Plasma Cutting Machine & 3D CMM etc.
    3. Paint booth with oven(2 set),Coach Blasting plant
    4. Material handling equipments-Traversar (5),RCRV(4),FLTs etc.
  1. Erection of residential colony i.e.: -Type-II, III, IV (DS), IV (SS), V, VI & GM Bungalow.
  2. Erection of sports complex i.e.: –Gomati Indoor stadium, Hockey stadium, football stadium, Swimming pool Eco park & Cricket stadium etc.
  3. Erection of other amenities:-Main Admin building , Mini Admin building, Hospital, School(KV),School(Nursery),ORH & club ,TTC ,TTC Hostel, MRS building, Sewage and water supply system, Shopping complex(shops, Bank and Post office),Supervisor Rest House, worker club, Auditorium, main gate of township, Open Air Theatre, RPF Barrack , Cycle Track & 3MW Solar Plant etc.
  1. Green Initiatives:-
  1. 3 MW Solar Power Plant:- Biggest solar power plant of Indian Railways.
  2. High Bay Induction lamps: Maintenance free, High life of 1, 00,000 burning hours, highly energy efficient. Over 2000 such light save over 1.5 million units of electricity annually.
  3. Solar Street Light LED Based: More than 500, 15 Watt Solar Street Lights, along the boundary. Stand alone system. Back up of 3 days. More than 27,000 units per annum have been saved.
  4. Pipe-Cool Day Light System: Sunlight from roof top is captured and reflected through mirrors. Reduction in temperature of the order of 3- 4 °C. Reduces ventilation requirement.
